가. 성공적인 학교에 대한 기초
1) 학교의 형태 : ①전통적(Conventional)-미국에서 아직까지 지배적인 형태, ②즐거운(Congenial)-다수는 아니지만 나타나고는 있는 형태, ③협력적(Collegial)-숫자가 점점 늘어가고, 성공적인 학교.
2) 협력적 학교로의 “paradigm의 이동” 은 전통적, 즐거운 학교로부터의 이동을 의미하며, 다음과 같은 내용을 포함(Gordon, 1997, p. 116).
① 교사들과 장학관(supervisors)들이 서로 위계관계보다는 평등한 관계
② 공식적으로 지정된 장학(supervison)뿐만 아니라 교사 영역에의 장학
③ 교사의 순응(compliance)보다는 교사의 성장(growth)에 초점
④ 수업(instructional)의 향상 노력에 있어 교사 상호간의 협동 촉진
⑤ 관련된 탐구(inquiry)과정에 지속적인 교사들의 연계

3) Jo Blase는 장학의 협력적(collegical) 접근을 다음과 같이 발견.
지도(Leadership)에 있어 ① 코칭(coaching), 반영(reflection), 협력연구의 책임을 교사와 공유, ② 연구팀은 불확신한 문제를 탐구한다. 그것의 전제는 ①전통적인 장학이 아닌, 확장에 기반을 둔 자유로운 장학(supervision), ② 지배적이거나 비판적인 접근이 아닌, 다양한 대안에 초점을 맞춘 학생들에게 전문적(실제로, 도덕적(moral))인 서비스를 실행한다.(cited in Gordon, 1995)

4) 장학(supervision)의 전통적 접근
① 역사적으로 장학은 감시와 통제로 이루어졌으며, 교사들의 관계가 동등하지 않았음.
② 교사들이 생각하는 전통적 수업 장학(instructional supervision)의 함축(association)적 의미
→ Dog and pony show(겉만 번지르르한), Jumping through hoops(남이시키는대로하는), Waste of time(시간낭비), Constantly under watch(항상 감시하에 놓임), Negative(부정적).......
③ 수업(instruction)에서의 장학은 주로 교사를 통제하는 도구로서 인식됨.
④ 장학(supervision)의 정의 : 관찰하다(watch over), 지시하다(direct), 살피다(oversee), 지휘하다(superintend) 등..

5) 새로운 의미의 SuperVision
① Richard Ingersoll(2003)은 최근의 연구에서 교육자(educator)들의 교육 도피(flight)가 과업을 외부에서 통제하기 때문에 일어난다고 봄.
② 이 책에서 채택하고 있는 수업 지도(instructional leadership)에 관한 협력적 모형을 기술하기 위한 새로운 용어로 SuperVision을 사용함.
③ SuperVision은 교수(teaching)와 학습(learning)이 할 수 있는 것과 해야 하는 것, 장학관(supervisiors), 교사 그리고 학교 공동체에 종사하는 다른 구성원들에 의해 협력하여 발전시킨 일반적인 비전을 나타냄, 또한, 사람들은 그들의 비전을 현실로 만들 것임.
④ 모든 학생들이 충만한 삶을 누릴 수 있고, 민주주의 사회의 일원이 될 수 있도록 교육 받는 것을 요구하는 도덕적(moral) 원리들에 토대를 두고 있는 학습의 민주적인 공동체를 세움.
2. 성공에 대한 은유(Metaphor)로서의 장학의 연결제(glue)

1) 성공적 학교로 이끄는 역할을 하는 장학(Supervisory)
① 장학은 수업에 효과적인 요소들을 학교로 유도하는 기능임.
② 학교는 수업(instruction)과 학급경영의 보편적인 목표에 달성하기 위해 전문성 개발, 직접적인 교사의 지원, 교육과정개발, 집단개발, 그리고 현장연구와 연결.
③ 학교의 등급, 범위, 사회경제적 위치, 물리적인 특성에도 불구하고, 성공적인 학교에서 교사들은 학생들을 위한 보편적인 목표들을 수락하고, 장학관(supervisor)들과 서로 보완하며, 함께 작업하는 방식으로 학생들을 돕는 일관성을 보임.
④ 접착제(glue)는 어떤 개인이나, 사람들의 개인적인 욕구와 조직적 목표사이에서 연결을 제공하는 책임이 있는 과정이고, 따라서 학교 내의 교사들은 그들의 욕구와 학교의 목표와 조화 속에서 살고 있음.

2) 효과적인 장학
① 지식, 대인관계, 실무적 기술을 전제하고 ② 조직의 목표와 교사들의 욕구를 통합함으로써 그를 통해 학생의 학습을 증진시킬 목적으로 ③ 직접적 지원, 교과과정개발, 전문성개발, 집단개발, 현장연구를 발전적으로 수행하는 기능을 함.

2. 협력장학에서 생각해 볼 문제들
(Issues in Collaborative Supervision)

<생각해볼 문제 1>
장학사는 협력행위(Collaboration)에서 민주적(Democratic)이라는 의미를 달리 해석할 필요가 있다.
-표면상 민주적이라는 것은 모든 사람의 참여정도를 같게 하고 다수결원칙을 지키는 것이다. 그러나 협력장학에서 민주적이라는 의미는 좀 다르다.
-즉, 성공적인 협력장학은 참여정도는 다를지라도 합의결과가 모든 참여자들에게 동등하게 만족스러워야 한다는 것이다.
예> 어떤 사안에 대해 비전문가가 전문가에게 의견을 구해 두사람의 의사결정을 했을 때 동등한 참여라는 민주적 원리에는 위배되지만 협력(collaborative)이라고 본다.
-협력장학의 의사결정과정에 민주적 의사결정 방법인 다수결원칙외에도 다양한 방법들(평균,빈도수,명명법(nominal method),델파이기법,심지어는 소수 및 전문가의 결정)을 쓴다.


<생각해볼 문제 2>
장학사는 협력행위(Collaboration)에서 교사가 정말로 의견에 동의해서 따르는 것과 권력(Power)을 의식해 동의하는 것을 구분할 필요가 있다.
-힘없는 자는 힘있는 자의 권력을 의식해 속마음과는 달리 동의하는 경향이 있다.
이것은 표면상 협력행위처럼 보이지만, 실제로는 다른 사람의 힘에 무릎을 꿇는 격이다. 진정한 의미의 협력행위는 권력을 의식하지 않는 동등한 마음의 교류(Through a meeting of minds of equals)를 통해 문제를 해결하는 것이다.
-장학사의 협력장학을 하겠다는 진정한 의도를 이해하지 못하고 장학사의 의도를 읽어 따르는 행위-이런 사안이 발생했을 때는 교사의 진심을 묻고 공개적으로 토론할 필요가 있다.
