    가. 거버넌스(Governance)
    (1) 세계화 시대의 통치는 초국가, 국가, 시민사회, 기업, 지방자치제라는 다수의 통치
    행위자에 의해서 행해지는 지배, 교환, 네트워킹, 규범으로 이루어지는 연합적이고
    연성적인 구조.
    ⇨ 유동적, 국제화, 다층적, 다원적
    (2) ⇔ Government : 영토국가 시대의 국가의 힘은 합법적으로 독점 사용되었다.

    나. IT혁명
    ⇨ IT혁명으로 세계화가 가속화되고 있다.

    다. 세계화와 거버넌스
    (1) 국제적 거버넌스 - 신중세와 Post-Westphalia
    세계화로 인해 영토 국가들로 구성된 국제적 국가체계가 쇠퇴하고 다시 중세의 특징 을 찾아볼 수 있게 되었다. 국경을 초월한 개인 간 또는 민족 간의 교류가 이루어지 고 있는 것이다. 영토국가는 위로는 초국가적 기구들로부터, 아래로는 (민족, 종교, 경 제 언어 등으로 나뉜) 집단들로부터 도전을 받고 있다.
    (2) 국내정치적 거버넌스 - 국가주권의 약화, 인터넷, 전자민주주의, 신유목민주주의
    가) 대의제 민주주의는 근대 영토 국가의 규모적, 공간적, 시간적 제약 하에 실현 가 능한 민주주의지만 선출된 대표의 실패와 시민과 대표 간의 거리 등의 문제를 가 지고 있다.
    그러나 IT혁명으로 인터넷이 보급되고, 전자매체를 통한 전자민주주의를 가능하게 했다.
