Airport management, in common with others involved in the operation of elements of the civil air transportation system, are required to take measures that will provide a high level of protection of buildings and equipment (including aircraft), in addition to ensuring the safety and personal security of passengers and staff using the system. This must be done in manner that disturbs the normal operating patterns as little as possible, while maintaining acceptable standards throughout the whole of the airport system. The achievement of this basic goal of a modern security operation requires the commitment and cooperation of central and local government agencies, airport authorities, airlines, other airport tenants, police and security staff, and the public itself. We will discuss how security procedures affect airport operation and describes in general terms airport security requirements. For obvious reasons, descriptions of detailed procedural arrangements will be avoided, as will the identification of the procedures and arrangements at particular airports. This type of information is best regarded as restricted, and it is wisely made available only to those who need to know. A more complete reference available on a restricted basis can be found in ICAO 1992 (Security Manual).
The gravity of the illegal acts against airlines and airports is such that it is now accepted that countermeasures must be of international concern. The report of the U.S. President's Commission on Aviation Security and Terrorism stresses the need for the necessary will on the part of all governments. "A consensus must be reached among law-abiding nations that terrorism is an act of aggression which can and must be destroyed." In seeking this consensus a series of conventions have addressed the issues:

1) Tokyo 1963. Convention on Offenses and Certain Other Acts Committed On Board Aircraft-concerned with the whole subject of crime on aircraft and particularly with the safety of the aircraft and its passengers.
2) The Hague 1970. Convention for the Suppression of Unlawful Seizure of Aircraft dealing with hijacking, specifically, recommending that it be made an extraditable offense.
3) Montreal 1971. Convention for the Suppression of Unlawful Acts Against Civil Aviation-enlarging the Hague convention and adding the offense of sabotage.
