2.Sexual abuse
Few weeks ago, case of Cho Du Sun shocked whole Korean peninsula. His flagrant abuse on 9 years old little girl can be compete with that of other brute like murderers. From now on, this little girl would suffer all the pains aroused by untreatable lesion and would feel anguish because of appalling memory of that day. The case of sexual abuse is increasing every year in Korea, including sexual abuse on Children. Moreover, it is getting more atrocious and bold. Hence, it is getting more necessary to find the way to prevent the cases and to solve it.
Definition of sexual abuse is all the physical and mental assault that goes against victims wills. In Korea, rape and attempted rape is included in it. Sexual abuse on Children goes similar to that of normal sexual abuse. However, the greatest difference between above two is the existence of the wills on victims. Legal definition of Children is boys and girls under 13years old. It is almost impossible for them to actively participate on management. Furthermore, children are more vulnerable to the impact of the Crime. Children suffer mental disease such as depression and trauma or social anxiety disorder they also suffer from physical impact. For example, bruise while they were trying to resist and various veneer disease such as syphilis.
According to the research from Seoul Metropolitan Police Agency (SMPA), the rate of Sexual abuse had increased more than 30%. Furthermore, from the reported cases, Sexual abuse on children had increased more than 80% than 5 years ago. If the rate of cases increases as nowadays, in 5 year, the rate of sexual abuse would be the largest one. Another astonishing fact is that about 90% of the cases were done by his/her family or neighbors nearby. Regarding this fact, it is possible to analogize there would be more cases that is unreported. This phenomenon is similar worldwide. The prevalence of the crime is hard to indicate. However, According to the survey, more than 20% of boys and girls experienced sexual abuse. In USA, Department of Health and Human Service reported 83600 cases. DHHS added ‘Regarding the unreported case of sexual abuse this number would be much larger’.
Than what is the possible solution to reduce the world prevalent Sexual abuse on Children? Firstly, reinforce the punishment can be one of the solution to reduce the cases. For example, according to an article, it is worse 4060 years in prison if Cho Du-Sun, mentioned above, committed crime in USA. However, it is only about 30 years in Korea. In contrast other accidental crisis such as murder, sexual abuse is very intentional thus if strengthen the punishment, the rate of crime would be decreased too. Secondly, It is required to re-educate the criminals. According to the research, the rate of second offense for the sexual abuse was larger than 60% in Korea. In order to prevent the other victims it is necessary to continue reeducation and medical, mental treatment for several years. Lastly, whether the law changes or not, the most influential solution to prevent the sexual abuse on children is concern. According to the study from SMPA, Sexual abuse case often happens at night time. If everyone putted more concern on Children nearby, hundreds and thousands of tragedies would be ended up with happy ending. Children are vulnerable. They are week and fragile.
