1)Increasing escapes of north korean
In 1998, Hanawon that help new settlers to settle down was established. In those day, Hanawon's the number of persons to be admitted was 100, and this number was considered to sufficient to accommodate new settlers. But this future predict was proved to be wrong after 3 years. In 2001, escaped north korea resident's number recorded 1,043, and just after 4 years, that number doubled. new settlers have been increasing and social problems related to them are raised.

2)Economic disadaptation of new settlers
Specially problem that new settlerss can't adapt to economic side seems serious.
According to "Research of new settlers sattle down status in 2005" that presented by North korea rights information center, result of researching 1,336 new settlers, their employment rate was 70.3%. This rate shows their poor situation(South korean's employment rate was over 90%) And focusing their employment from, their permanent position rates are very low.(a permanent position rate are 24.5%, a temperary position are 47.7%)

3) Social, cultural disadaptation of new settlers
We need to consider new settlers's social, cultural disadaptation. There are many new settlers who can't adapt south korea, because they are suffering South korean's discrimination, a guilty about their family who left in north korea, a deprivation that their social status fall in south korea soceity than north korea.
