In the government's investment plan, the total cost is twenty two trillions. But except of the total cost of this state undertaking, twenty two trillions, two thousand billions, it will be vast.
First of all, if water improvement business won't succeed, the additional cost is unavoidable.
The objective is improve the water quality grade as 2nd grade, if the objective will be failed, two trillion and eight thousands billions will be needed.
And cost for states' undertakings' cases are noticable. Also Land Compensation Cost for Restoration of four major rivers will increase.
Restoration of four major rivers is going to rage, land price will increase, land compensation will be a burden.
Meanwhile, from making up the budget of Restoration of four major rivers, that government businesses for welfare, education will be hard because of cuts in the budgets for welfare, education.
(4)Organization & Administrative Problems
When Restoration of four major rivers enforces, it will make problems about excessive dept of K Water, lack of communication between government and people, disutility of public admistration.
If Korea Water Resources Corporation take approximately 6 trillion won the Government ordered, in inspection of the excessive debt problem of public enterprises, the rate of debt skyrockets from 28% in 2009 to 139% in 2013 so that the financial safety would be seriously weakened.
