Are ‘honor killings’ condoned by the state? Yes. In some countries, ‘honor killings’ are considered murders, and perpetrators are punished according to the penal codes regarding murder. However, in many countries, national legislation legitimizes the killing of women by their relatives.

Furthermore, certain laws even provide additional incentives for male relatives to encourage or force those under the age of 18 to murder their mothers, aunts and sisters. Many such cases have been documented. For example, recently Syria amends honor killing law. The new law replaces the existing maximum sentence of one year in jail with a minimum jail term of two years. But, a man can still benefit from extenuating circumstances in crimes of passion or honor "provided he serves a prison term of no less than two years in the case of killing".

These laws serve to reinforce a prejudiced mentality amongst all members of society, including the police and judiciary. Bias against women within these institutions allows the perpetration of violence against women to continue on an immense scale.

(4) Misconception of honor killing

There is a misconception regarding the practice of honor killing. The first misconception about honor killing is that this is a practice that is limited to the rural areas. The truth is that it is spread over such a large geographical area that we can’t isolate honor killings to rural areas only, though one has to admit that majority of the killings take place in the rural areas.

But, it has also been seen recently that even the metropolitan cities like Delhi and Tamil Nadu are not safe from this crime because five honor killings were reported from Delhi and in Tamil Nadu, a daughter and son-in-law were killed due to marriage into the same gotra. So, it can be seen clearly that honor killing is not isolated to rural areas but also to urban areas and as already pointed out it has very wide geographical spread.


3. Nowadays Situation of Honor Killing
(1) Real condition of Honor Killing

Nowadays, honor killing is committed continually. Criminals avoid punishment in some nations. In other nations, criminals are imposed a light punishment. The former is Jordan, Syria, Morocco; the latter is Egypt, Turkey, and Pakistan.

After United Nations Human Rights Council report on honor killing, the movement of antagonism towards honor killing is started by private organizations. However, because of light penalty on honor killing in Islamic country, honor killing is occurred constantly.

According to United Nations Population Fund (UNPFA), more than 5000 women have become a victim of honor killing every year. Honor killings are frequent in Pakistan and the periphery areas. In 2002, 461 women are killed in Pakistan. According to Jordan government figures for 1995, a quarter of murder at the whole country is honor killing. In Egypt, 52 of 819 are honor killing for 1995. In Yemen, 400 honor killing are occurred for 1997.

(2) Case of Honor Killing

A while back, there are two types of nations honor killing are committed: remitting a punishment and imposing a light punishment. First, let's see the case of Jordan, representing the first category. According to article, a 36-year-old married woman was killed for being unfaithful by her two brothers. This woman is stabbed more than 17 times while sleeping.

Next case is Palestine, representing the second category. A head of household viciously murdered his daughter because she carried a cell phone in Palestine. He was suspicious his daughter of using cell phone to call with a man, so he knock her to death. She was bruised all over her body, and her three brothers fallen under suspicion of participate.

Also, honor killing is committed in Saudi Arabia. Let's see an example. A young Arab woman was killed for chatting with a man by her father. On August 2007, she was seen by her father while chatting with a man. Anger her father beaten her badly and shot her to death. Even because of honor killing, princess of Saudi Arabia should fly the country. She met a non-Muslim male at London and got pregnant. After bring a baby secretly, she applied for asylum to British court. She made an appeal to a court if she and her baby returned to Saudi Arabia, they would be killed. British court decided to take it, so they give them refugee position.

Honor killing is not just limited to Islamic country. The victim immigrated to the United Kingdom at 10 years old. She married with the male who was appointed by her father, but she could no longer endure her husband's abuses and asked for a divorce. After divorce, she went out with other male. Finally, her father and uncle killed her by inciting gangster to a murder.
