We picked out four case of policy implementation. The first case is policy of Rice subsidy. Rice subsidy is policy which supporting capital for farmer whose incomes are decreased by FTA or something else. The government estimates supporting capital by depending on harvested rice. However, some peoples who do not farming before, abuse this policy, so they take government’s money unfairly. Especially, high position public official and politician are caught by inspection due to their unfair receipt.
Next case is Innovation city. Innovation city is local base city for city of future style and it could be realized by moving public center. Moved public center and local university, research institute, industry, local government could make new power for growth by working together. Innovation city will be established into 4 types. Each type set up their theme by relating local industry and then they will be developed to local characterized city.
Next case is Changing for digital TV broadcasting from analog TV. Changing for digital TV broadcasting is completed alteration to digital signal from analog signal before. Digital signal could provide higher image and sound than analog signal. Also two-way looking and listening is possible. However digital TV or a set top box which translate digital signal into analog signal is needed for watching TV. So pool people who can’t buy digital TV or set top box couldn’t watching a TV.
Last case is License Plate Rationing System in Seoul. That policy is started since July 2003 and its statement is no using a car from Monday to Friday as decided by citizen in self-regulatory. The purpose of this policy is making fresh environment in Seoul, reducing traffic jam and saving energy by using mass transportation.
