1. The Necessity of the Study

1.1 . Natural Disasters in Korea on the Rise
Humankind in modern society has been leading an affluent life by virtue of the rapid scientific progress. However, we are never safe from natural disasters such as a typhoon and an earthquake which are powerful enough to bring it down.(A Research on the Actual Condition of the Victims of Natural Disasters in Korea and a Study on the Improvement, Jin-ho Choi, 2005)
Some say that it's a waste of money to invest in temporary residential areas because of Korea's physical geography. Many evident circumstances, however, prove that Korea is never safe from natural disasters.
A typhoon is needless to point out. A typhoon forms over the northwestern part of the North Pacific, and 23 typhoons on the average move northward and arrive at Korea. Especially, the typhoons "Rusa" and "Maemi" which came to Korea in 2002 and 2003 respectively cause property damage by 4 trillion won with over a hundred thousand victims. (White Paper for the Natural Disaster in 2002, National Emergency Management, 2004)
As to an earthquake(many people raise a question based on the low frequency of an earthquake in Korea), according to the announcement made by National Emergency Management on October 26th, 2011 the frequency of an earthquake in the surrounding areas of the Korean Peninsula is on the rise. To show more specific figures, the annual average number of earthquakes was only 16 from 1978 to 1996, but it went on increasing to 41 from 1997 to 2010.
In addition to earthquakes, the tsunamis that inflicted severe damage to Southeast Asia and Japan lately must be reckoned. Because of the frequent submarine earthquakes occurring on the coast of the northern island of Hokkaido, Japan in the Ring of Fire it is the Central Anti-Calamity Headquarters' official opinion that a tsunami on the eastern coast of Korea is possible. 1.2. The Lack of Supply of Temporary Residential Areas in Korea
In case of a huge natural disaster, what takes the most damage would be the life of mankind. The damage will be especially excruciating if homes for those who have lost their properties or even family and friends are lost. Therefore, providing the victims sufficient and nice shelters fast is of especial importance.
In conclusion, it is proved that problem of providing shelters for the victims of natural disasters has enough necessity to be studied and solved.
