1. Introduction

In October 1998, South Korean President Kim Dae Jung paid an official visit to Japan, for the first time since March 1994 a leader from South Korea had visited Japan, hoping to improve bilateral relations between the two countries. This visit was crucial for the renewed closer bilateral cooperation between Japan and South Korea, as it helped them hold comprehensive trade and investment talks, which were difficult to conduct in the past. The Korean president proposed an “Action Plan for a New Korea-Japan Partnership for the 21st Century”, which included cooperation in economy, security and cultural exchange. Since then, almost 5 years have been spent on studies and consultations until October 2003, when the Japanese Prime Minister Koizumi and Korean President Roh Moo-Hyun, agreed to start official negotiations, aiming to sign the FTA by the end of 2005. In December 2003 South Korea and Japan convened their first formal governmental-level talks on signing FTA in Seoul touching the issues of removal of tariff and non-tariff trade barriers, tariff rates, liberalization of the service sector, investment expansion, intellectual property rights, competition policies and broad economic cooperation. Eventually in 2005 negotiations were stopped partly because of the lack of consensus over economic issues such as trade imbalance and agricultural problems. But they started over again, they held Working Level Consultations 4 times during 2008 to 2009, and they are talking about Director-General-Level Consultation on the Korea-Japan FTA from 2010. So, Korea-Japan FTA is still under consideration. So far, the major issues discussed in the negotiations are Tariff elimination in the trade of goods, improvements of the Japan-ROK investment agreement, liberalization in the trade in services and the other issues such as non-tariff measures, mutual recognition and cooperation
