Ⅰ. Introduction

1. Research Background

In 1980s, Korea has represented the democracy. The democracy ideology has selected in Korea by main ideology. According this flow, municipalism's importance grow bigger. The main contents of municipalism is to provide the local public service by civil's needs. This smooth supply about the local public service is one of the important index that can evaluate the local adminstration's present condition.
However, such local public service occur variety problems such as budget waste by inefficiency of institution. So we have to study the revitalizing about the local public service.
Looking an reinventing local government as an axis of the government innovation, it is usually discussed macroscopically. Underneath the worth of decentralization, they are focused on moving force from government party to local government. However, there are a lot of works which are needed to be solved by themselves when we analysis the local government microscopically. In a macroscopic side, the innovation is important, but they should care of the other problems too. Also, the local residents want the government to be sensitive to them as the local administration's environment is being more multiplicate and a social flow is being more democratic.
