1.1 introduction
On 2007, Korean Ministry of Justice notified that they will precede prior announcement of registration of prohibition on discrimination. This regulation is against of all discrimination without rational reason (Hankyung economic terminology dictionary, 2009). Due to consistent opposition of conservationists, especially many of Christians who made organized movements to make it legalized, members of National Assembly withdraw the proposal for legalization of prohibition on discrimination (Kyunghyang, 2013). Although registration of prohibition on discrimination is a little bit different from hate crime laws, in that this regulation can be a cornerstone for hate crime laws which perform stronger restriction, the opposition and withdrawal partly shows Korean’s awareness of discrimination. Like this example, many people in Korean society think that hate crime does not exist in Korea. That is mainly because most of hate crime cases that people heard are the ones of different countries. However, hate crime does exist in Korea, and it is quite severe in some way. Table 1 shows that out of 665 people who answered survey, 66 people have experienced harm due to their race, religion, or nationality.
