Ⅰ. Introduction
According to Perry there is a particular predisposition in public sector called PSM Acronym of Public Service Motivation
.(Perry, 1990) PSM is an altruistic motivation to serve for the people and nation. It is a essence of intrinsic motivation what public officials must have and try to have. However recent event Gwanpia Gwanpia, A.K.A 관피아 is combination of words Gwan, which means public officials, and Mapia.
shows the blurring of intrinsic motivation in public sector. Gwanpia refers to high-ranking public officials going to the private companies with large pay by taking advantage of his prior position in public agencies. Out team discussed the reason of the emergence of Gwanpia and drew a conclusion that current public motivation is more inclinable to external factor such as materialistic rewards. Therefore, our team chose to research the solutions to stimulate the intrinsic motivation of public sector and furthermore PSM.
The objects of our research is to 1)find the causes which disturb realization of intrinsic motivation and 2)seek alternatives to solve the problems. To research the public motivation effectively our team focused on public health care center in Namwon and Imsil. Public health care center is at the front line of public service. The service provided by public health center is directly connected with the citizens. As this condition, the motivation of officials in public health center is important.
