Ⅰ. Introduction
1. Background/ Definition of Problem
According to a survey of “International Transparency”, public institutions rectitude level of Korea in 2013 stayed # 46 of the countries surveyed 177 pieces. It means that Korea achieved significantly quantitative growth, but the qualitative level of the public organizations is inferior to the developed countries. October 10, 2014 according to the analysis of the Civil Rights Commission data by Lee-Hakyoung(new democratic political coalition), the number of public corruption cases exposed were 1984 last year.
The definitions of corruption are various. It is difficult to define the concept of corruption because the reality of corruption cannot be fully grasped but the results of corruption can be same in every country; ‘腐敗’ means decayed and collapse, ‘corruption’ means destroyed together.
Public corruption causes much larger problems than in the private sector due to the difference in the public and private sectors. First, unlike the private sector, public organizations do not fall apart easily due to the corruption. Second, the impact of corruption affects not only specific sector but has a negative impact on various dimensions such as political, social, economic and administrative sectors. Third, the cost due to corruption should be borne by the people through the tax, and the duration of the impact may be long-lasting. Considering Nuclear Power Plant Components Test Report forgery, redevelopment project, the corruption in the Railways Corporation parts supply, the Four Rivers Project, it can be seen that public corruption appears in various areas and people have to bear the burden.
