We evaluated projects against youth unemployment in Gwangju and Jeonnam according to job creation and quality of created jobs. Most projects began with “local governments” public announcement of job creation protrams” in 2010. And most created jobs were temporary. We make some suggestions to make better the performance of those programs. First, budget of central government for local employment must increase and each program must be budgeted steadily from a long-term perspective. Second, contract organizations should be supported more enough to be independent financially. Third, projects should be got better to be more efficient, demander-friendly, and local oriented.
