이 논문은 정부 중심의 상향식 복지서비스 중심과 다르게 민간 기관과 효율적으로 협력하는 모형을 이론적으로 제안하는데 있다. 그 방법을 포괄적으로 제시해주는 근거로서 네트워크는 전달체계 또는 거버넌스와 혼용되어 자주 활용되고 있다. 논문의 범위는 복지 서비스의 중심이면서 전국적으로 해당되는 주민생활지원서비스를 대상으로 한다. 연구 방법은 민관 협력에 관련된 네트워크 모델 유형을 제시하고 한국에 적합한 복지 네트워크 모형을 개념적으로 구축하는 것이다. 이로서 주민생활지원서비스의 문제점과 개선방안을 제시할 수 있다. 첫째, 공급 주체의 공유된 전략적 목표 설정이다. 둘째, 중앙 정부의 포괄적 네트워크 관리다. 셋째, 네트워크 주체의 상호 협력과 조정이 필요하다. 이로서 한국 복지 분야에서 이론적으로나 실무적으로 많이 활용되고 있는 네트워크, 전달체계, 거버넌스 연구에 기여하리라고 본다.
영문초록
The purpose of study is construction of welfare network in Korean government. It focused on civil life support service. This study examines cooperation of public sector and private sector. It aims to efficient about the development way of the civil life support service from central government to local government. The result is follows, network actors establish to strategic goal about increase quality of life. Central government manage network circumstance, actors and environment. It is necessity that cooperation and coordination on network. The study of the network for the development quality of life and change social welfare service. It contributes theory and practice of private-public welfare service, relation of governance.
