국문초록
본 논문에서는 제2차 남북정상회담을 남북한 간의 영구적 평화체제 확립, 남북경협의 활성화 및 평화통일 등 3가지 측면에서 그 의의를 찾아보는데 목적을 두었다. 노무현대통령은 육로로 평양을 방문하였으며, 양 정상은 8개항으로 된 공동선언을 발표하였다. 한반도의 평화와 안전보장 등에 관한 공동선언은 평화공존과 공동번영을 통한 평화적 통일을 지향하고 있음을 시사해준다. 남북경협에 관한 공동선언 조항들은 ‘서해안평화협력특별지대’ 설치와 같이 매우 획기적인 것이어서 앞으로 남북 간 경제협력의 범위와 깊이가 크게 변화될 것임을 나타내주고 있다. 남북한이 공동선언에 나타난 목적을 달성하기 위해서는 남북한이 공동으로 노력하는 것이 중요하지만 북한 핵문제의 해결, 종전선언을 통한 평화체제의 확립 및 국제사회의 지지를 얻어내는 과정이 필요하다고 하겠다.
영문초록
The purpose of this paper is to analyze the Second Inter-Korean Summit Talks in three perspectives-establishment of a permanent peace regime between South and North Korea, boosting of inter-Korean economic cooperation and pursuit of peaceful reunification. President Rho walked across the Military Demarcation Line, traveled to Pyongyang on road. The two leaders of South and North Korea made a joint declaration which consists of 8 sections. The sections dealing with peace and security on the Korean peninsula have significant implications for peaceful coexistence and co-prosperity, and ultimately peaceful reunification. The joint declaration also deals with economic cooperation discussed so far, and the deal is expected to bring about radical changes in the scope and depth of inter-Korean cooperation. The two Koreas, in order to reach these goals, will actually have to pass through three stages with the supporting of neighbouring nations; the solution of the North Korean nuclear issue, the declaration of an end to the Korean War and the establishment of a peace regime.
