영문초록
In order to block the government interferences in personnel Management of NFFC to promote the soundness of its management, the law-makers have provided a special committee in the Board of Directors of NFFC for the sake of recommending its office holders. However, the intervention of government continues. As a result, the recommendation committee has already lost its autonomy and independence and finally has become the cause of trouble. The main reason seems to pay no attention to the identity of cooperative. In this context, four topics will be discussed; 1) the legal limits of the special committee, 2) the excessive interferences of government, 3) its tasks for the promotion of cooperative thought, and 4) the attitude of cooperative leaders to establish the Identity of cooperatives, followed by a summary and conclusion.
