국문초록
이 연구는 많은 지방자치단체들이 문화에 대한 투자를 통해 도시경제를 발전시키고, 이를 통해 도시의 자생력의 회복을 기대하고 있는 시점에서 이러한 시도들의 현실성을 분석하고, 평가하였다. 이를 위해 전체 230개 기초자치단체를 분석의 대상으로 삼아 각 자치단체의 문화에 대한 재정적 지출인 문화예산 비율과 문화적 인프라의 정도가 대표적인 도시 경제력 지표인 지역내총생산과 간접적 지표로서 도시의 소득수준을 가늠할 수 있는 주민세 징수액에 어떤 영향을 미치고 있는지를 분석하였다. 분석의 결과 지방정부의 문화에 대한 재정적 투자는 도시경제의 발전에 유의미한 영향을 미치지 않는 것으로 나타났다. 이에 반해서 문화전반에 걸친 인프라 수준의 향상은 소득 측면의 도시경제에 긍정적인 영향을 미치는 것을 확인하였다. 이와 같은 분석의 결과는 천편일률적이라고 할 수 있을 정도로 빈번히 모색되고 실제 현실화되고 있는 문화를 매개로 한 지방자치단체의 도시발전 혹은 재생전략에 대한 재검토의 필요성을 제기하고 있다. 따라서 지역의 문화에 대한 재정적 투자나 인프라 수준이 지역 경제의 발전을 이끌어내는 수단이라기보다는 경제 발전의 부산물일 수 있음을 연구의 분석 결과는 암시하고 있다. 이는 문화의 경제적 가치에 대한 지나친 기대나 장밋빛 전망을 쏟아내고 있는 지방자치단체의 도시발전 전략에 대해 좀 더 주의를 기울여 감시하고 평가해야 할 필요성을 제기하기도 한다.
영문초록
Many Korean local governments have attempted to stimulate local economic growth by making cultural investments. Given this situation, the main objective of this study is to evaluate the implications expanding cultural expenditures have for local economies. The unit of analysis in the study is 230 localities in Korea. This paper aims to estimate the causal effect of cultural investment measured by the percentage of cultural budget and the level of cultural infrastructure on local economy, which is represented by the gross regional domestic product (GRDP) and local tax. Findings reveal that financial investment on culture does not positively affect development of local economy whereas expanding cultural infrastructure appears to improve local economy in terms of income. The result of these findings also suggests that it is necessary to reexamine urban renewal strategies focusing on cultural investment; such policies have been frequently implemented by a number of localities. Therefore, it is assumed that culture might be a consequence rather than a factor that drives economic development. A final key implication stemming from this research is that many local governments should carefully monitor and evaluate various strategies used for urban development, while taking into account high expectations regarding the economic value of the culture.
