영문초록

The purpose of the paper is to estimate productivity under environmental statue in China. This study compares two types of productivity for 285 Chinese cities by region level: One with considering environmental emissions(ML index) and the other with ignoring emissions(M index). We found that M index is higher than ML especially in middle and western region. The environmental regulation made a higher effect to the eastern region. In the future, level of environmental regulation should be overall enforced, and drastic measures for improvement of regulatory system and enlargement of environmental investment should be taken up. China could find out the breakthrough on the current dilemma between economic growth and environmental protection when sustainable developments practically become a common object of both China`s government and people.
