영문초록
This study analyzes ODA and seeks to identify areas of possible improvement for sustainable development, focusing on Green Growth ODA. This paper is based on the results of quantitative analysis of OECD DAC CRS data and sets data in accordance with green sectors and growth sectors; it analyzes data from 2000 to 2009. Owing to the substantiated base from the analyzed result, this paper supports a substantive political proposal. The analysis shows that Korea Green Growth ODA remains small in terms of grants, but still has grown remarkably fast. This study claims that Korea should establish its own foreign aid strategies, separately from the traditional policies of developed countries. It also suggests a plan for the optimized Green Growth ODA model in Korea that is viable and effective for developing countries, based on comparative advantage. However, by simply looking at recipients, it is clear that advanced countries grant regionally balanced ODA, whereas Korea tends to grant narrowly to the Asian region. Therefore, the concept of Green Growth ODA, on the basis of the data analysis in this study, is meaningful in the sense that it proposes a new standard to establish Korean style-aid, differentiated from existing aid models developed by advanced countries.
