Ⅰ. A Introduction

A simple function of manpower of a small and medium domestic industry was deepened by 3D category of business avoidance along with disproportionate income level elevation of the latter of 1980's industrial structure supply and demand phenomenon.
There was a try to countermeasures regarding this in order to substitute for shortage of domestic manpower to foreigners. However, at that time domestic employment of simple function manpower was prohibited but technical types of occupation that a foreign workforce import policy of our country cannot substitute to natives was permitted. Forbidden employment domestic of simple function manpower was adhered till a policy training employment system comes into being, and It was withdrawn officially after the passage of bill 'approval of employment. in 2003. On the other hand, wages difference of national Korea and the Southeast Asia called supply factors and domestic manufacturing industry producing job manpower difficulty called demand factors resulted in increasing case of illegal employment to the domestic 3D category of business. 1 SeolDongHun (1999) formed Korean history guild influx background of a worker abroad of Asian international social connection structure.A Korean rank change structural international division of labor. I am straightening in three ways greatly up here Korean producing job manpower wars etc.
Illegal stay of arbitrariness's specific gravity kept 60-90% ,and after latter of 2003 when legalization measures regarding the existing illegal staying foreigner was carried out the Illegal stay of arbitrariness's specific gravity was keeping 40-50%. It means the foreigner workforce problem of Korea is more serious than the other countries's.
Also, under the system of hiring the simple manpower of foreigner are invested intensively to industry which is needed to be decaying and restructuring. By using the foreign workforce that wages are relatively smaller than domestic manpower can make an effect like the government give subsidy for enterprise. It is delaying an industrial structure change. Thus, a social problem is occurring by a being not enough of a foreign manpower. system. Therefore, in order to solve this we should check how the current foreign workforce system is , what the effect of introduction of foreign workforce is , what policy of foreign workforce and it's problem and improvement direction is, and the necessity to watch whether or not there is any systems for our country to imitate at foreign workforce systems. At these contents are more treated about a foreign simple labor's policy than foreign special technology worker's policies. because currently the problem about staying illegal and substituting for domestic manpower is more due to simple foreign workforce policy. Also, our country enforced simple foreign workforce policies such as an industrial training system, a training employment system, an employment approval system and so on, but unification of employment approval system has been enforced from 2007 so i focused on an employment approval system.

A large change happened to a manpower supply and demand structural labor supply form industrial after the latter half of 1980's. On first, producing job and white-collar worker supply and demand disproportionate is getting.
Arrest difficulty gets worse in case of low-educated people producing jobs, on the other hand, application difficulty is getting worse in case of highly-educated people white-collar worker. That caused sharp wages rise of a short period around short types of occupation because of the imbalance of manpower supply and demand. Therefore domestic companies are able not to have been calculated human resources with low wages. The second, excessive manpower concentration toward a consumption anger service sector is working to factors to deepen more phenomenons shorthanded the manufacturing industry. I absorbed the majority of economically active population to increase every year at service sectors so the
