4. Soft System Methodology 4-1 : Conceptual Model 1 (Reinforcement of Power) for the external problem

- The first model we suggest for this problem is reinforcement of power. Since the structure is lack of system 3, 4, 5 as perspective of viable system model, we make them up in our conceptual model. As seen in the picture above, the highest organization with power will function as system 4 and 5, making policy and interpreting environment. As system 3, 연합회 and 협의회 have authority to control the IL centers. This can help IL centers share the information and knowledge. Also, it will work to mediate the conflicts happening between centers.
In this model, only the highest organization is financed by the government and other social aids. By interpreting environment and understanding each center’s situation, it will distribute the money to the centers that seriously need money. In this way, the financial discrepancy among centers would possibly disappear.
Furthermore, this may enhance function of the higher organizations in terms of showing the vision of the IL centers. This makes clear that IL centers are working for the same goal to achieve. This might promote them to co-operate and share information or knowledge.

4-1. Soft System Methodology 4-2 : Conceptual Model 2 (M&A among centers) for the external problem

- The second molel that we suggest for this problem is M&A among centers. This was suggested by the president of the good job center. This is about making centers stronger and more efficient at working by mergering. If the IL centers get unified, their financial aids will be better distributed. However, this still ignores the power of the higher organizations and if there are some conflicts, there is no wat to solve since each center has the same power.

5. Soft System Model 5 : Comparison between ‘IS Model’ and ‘Ought To Be Model’ for the external problem





- IS model shows that financial distribution is partial according to government’s preference. It usually has something to do with the politic situation in Korea. Thus, some centers are financially weak and cannot function as a center. Also,
