2.2.3 Promoting system
The promoting system of Senior Employment Project for the aged consists of division of roles by different levels of government, such as 'Ministry of Health and Welfare', local government, 'Korea Labor Force Development Institute for the aged(한국노인인력개발원)‘, and each performing institutions. Major policies are managed by 'Ministry of Health and Welfare' and participants are registered and controlled by performing institutions in charge of specific duties.

2.3 Type of Senior Employment Project
Lee Myeong-bak Administration has divided the Type of Senior Employment Project into Public sector and Private sector, according to Information of Senior Health & Welfare Project established in 2010. Standards to distinguish between Public sector and Private sector have the following characteristics. First, in the public sector, every job should meet demands of the era and strategy must strongly have social availability. And it also has another characteristic that government totally support labor costs and budgets for management. While, in the private sector, government gives not personnel expenses but cost of administration to the private company. On a basis of outcomes, government tries to reorganize competitive groups of work and institutions and to build a foundation for activating labor forces of the aged.
Public sector has a type of public interest, an educational type, and a welfare type. And private sector has a market type, a type of manpower dispatch, and a type of founding a new business.
