8. Why did Korea experience more and severer labor disputes in the late 1980s than earlier periods?
한국의 노동투쟁 및 파업의 시기는 정치적 불안의 시기와 일치하는 경향을 보인다. 특히 1980년대 후반의 격렬했던 노동투쟁은 1987년 당시 집권여당의 대통령 후보였던 노태우의 직선제 및 인권에 관한 공약이 기폭제가 되어 세계에서도 좀처럼 보기 힘든 규모로 발전했다. 1960년대에 개발된 ‘상대적결핍’이론은 1987년의 대규모 노동투쟁을 이론적으로 뒷받침했다. 이에 따르면 단체행동에 의한 폭력은 기대와 현실에서의 성취수준의 격차에 대한 응답이며, 현실화되지 못한 기대의 증거로서의 역할을 수행한다고 한다. 이는 1980년대 후반 노동자들의 기대와 현실적 성취로서의 차이에 큰 격차가 있었던 한국의 상황을 잘 반영해주고 있다. 전후 한국의 급격한 경제발전과 노태우의 민주화 공약은 한국노동자들에게 더 나은 삶과 근로환경개선에 대한 기대감을 높였지만 현실의 임금인상은 생산성의 향상에 비해 턱없이 부족했고 근로시간을 포함한 근로환경은 여전히 열악했기 때문이다.

이 시기에 일어난 수많은 노동투쟁들은 공식적인 노동단체들의 지침이나 지도 없이 행해졌다. 실제로, 노동자들은 독재정부의 집행도구 격으로 여겨졌던 FKTU와 상의하여 노동운동을 벌이지 않았다. 파업과 관련된 조직의 구성원들 중 상당수는 비 조합원이었다. 오히려 파업이 발생한 후에 이러한 비 조합원으로 구성된 조직 중에서 조합이 형성되는 경우는 있었다. 또 다른 특징은 이 시기에 일어난 파업들이 노동법에 명시된 법적 기준들을 충족하지 않았고 그 결과 5.9%만이 합법으로 인정되었다. 그럼에도 불구하고 경찰은 파업을 초기에 진압하기 위해 노력하지 않았는데 이는 노태우의 직선제 및 민주화 선언이 정부가 민간기업의 노사관계에 더 이상 개입하지 않겠다는 신호로 받아들여졌기 때문이다. 이러한 정부의 초기 방관은 이 기간 동안 수많은 파업이 일어날 수 있게끔 했던 이유 중의 하나이다.
