Therefore, the government has to regain a modicum of performance capacity. To do so, government has to follow three steps. Firstly, the factors that do not work, have never worked, or have outlived their usefulness and their capacity to contribute in national interests, have to be abandoned. Secondly, the acts that do work, making progressive results, improving the organization's ability to perform, have to be concentrated. Thirdly, the half-successes and the half-failures have to be analyzed. It is because a turnaround requires abandoning whatever it does not perform or does perform. Through these three steps, the government can enlarge their power and recovery with their capacity.

In this subparagraph the author offers us to think about US military activities abroad and its futility. He states that military aid is on the top of the list of things to abandon. One of the reasons is that military aid has never worked. The things happening nowadays with the USA remind us a historical event that once happened in ancient times with Persia and Athens; when Persia sent military aid to Sparta in war against Athens, after what Macedonians overthrew Persian Empire.
One of these examples is military aid the United States gave Iran under the Shah. The United States gave a military aid to Iran to break free of British and Russian dominance in Persian affairs. American business and industry leaders supported Iranian’s drive to modernize its economy and free itself from both British and Russian influence. Let me remind that AIOC, an Anglo-Iranian Oil Company which was established in 1908, shared the profits this way: 85% belonged to Britain
