IV. Administrative Systems in North Korea
At first, North Korea established a ‘people’s republic constitution’ in 1948. In December 1972, they adopted a ‘socialist constitution’ at the first session of the fifth Supreme People's Assembly. In April 1992, they reformed it(old socialist constitution) at the third session of the ninth Supreme People's Assembly. In 1998, they drastically amended it again(new socialist constitution) at the first session of the tenth Supreme People's Assembly. Lastly, they revised and supplemented this on April 9, 2009 at the first session of the twelfth Supreme People's Assembly.
While the ‘socialist constitution’ of 1972 was to justify the dictatorship of Kim il song, the old socialist constitution of 1992 was for succession of Kim jong il. In newly revised constitution in 2009, they deleted ‘communism’ word and added ‘songun ideology’ to strengthen the power base of Kim jung il. Based on the newest constitution, there are Supreme People’s Assembly, National Defense Commission, standing Committee of the Supreme People’s Assembly, and cabinet.
