From the 20th century to the 21st century, due to changes in economic structure across a lifestyle change and globalization, the introduction of decentralization central to the movement of local communities is a natural flow. In Korea, the central focuses on central government's authority and finance and local finance is an imbalance in the country. And it is pointed out the problems between central and local. Therefore, the decentralization movement of the Government began and has been.
1. The meaning of Decentralization
Decentralization means "a relative concept of assuming of the central government and an activity to transfer authority, resources and works from government to sublevel of the organization, ore regional subunits.". Decentralization includes devolution of power from central government to local self-governing bodies and deconcentration of resources from capital area to rural areas. Also decentralization means essentially transferring of political power from the central government to region in a country and localization of central power from the hierarchical perspective of government system. So it implies power division in a government system, not a mere deconcentration of function.
