1) background and purpose of study
Germany and Republic Of Korea have similialities to bureaucracy public administration system. One of that, what ROK have to focusing on comparative public adminstration, firstly is historical background. ROK grew up as much as people call to “Four Dragons of Asia” in 1970s, wether they go through Korean war in 1950 under the Conflict the cold war system since 1945 liberation.
From the back ground, ROK had to keep the administration system with uncertain atmosphere which is separated a nation, however it seems settled down adminstration environment.
At this point, we need to think about Germany’s overcome historical background from the divided nation, look into policy of bureaucracy after get together. Then we would like to discuss about our direction to forward from what they did at the situation.
Secondly, there is difference of politic system between germany and south korea. south korea adminstration based on a presidential system run all politics with responsibility. There is checks and balances by dividing the adminstration and the legislative branch. On the other side coin, Germany is a parliamentary government. a cabinet is organized based on trust of assembly and a prime minister have a politcal power. So, there is cooperation of parliamentary government and adminstration than a presidential system. therefore, We have to study that how adminstration is influenced by difference of a political system.
