The reason of choosing this topic
General way : Central government make policy ⇒ Local government execute the policy.
Problems : The local government have no enough ability to proceed the policy
ex) Free child-care policy
Analysis : 1. How the free child care policy was made, executed and failed.
2. What problems do the local governments have to executive the welfare
Recommend some solutions.
Free child care policy
Definition : Beneficiaries of free daycare center use to everyone
Background : 1. Formal reason, The advent of low fertility society.
2. The main reason is welfare populism. 2007, Lee Myung-bak pledged to provide free child-care.
Problem : Because of the lack of the budget, current policy will be impleted till 2013, 3.
Analysis the problems
Lack of the budget : City governments highly rely on central government in budget for free
child care policy. But central government does not assist them enough. So the city governments'
budget are on the brink of being exhausted and there is not enough money to do the welfare.
Central government vs City government :
1) Raising funds 2) Responsibility 3)Welfare importance 4) Budget management.
Erase city government's features.
Welfare populism ：To get the support as much as possible in the election term, they
pledge some welfare policy policy. It brought out many problems.
