Recently, what is the most urgent policy for Korea? There would be various answers, but it can be welfare policy. For example, both Park GeunHye and Moon Jae In, who got most votes in president of Korea election in 2010, made a commitment about economic democratization the policy for . It means that there is a lot of demand about welfare policy in Korea. Answer to these demands, mayor of Seoul, Park Won Soon suggested ‘Ondol welfare project’.
In Korea, state welfare system expanded by various legalizations, but it was still lag behind. Supporting by marketplace was bigger than by national government, welfare system supported only a few communities. However, since 1998, the IMF crisis, homeless and the poor strata were hardly increased, this problem have influenced on welfare policy of Korea. Unemployment of Korea and national pension was improved, health insurance system was simplified. There were lots of welfare policies in former governments, however, Kim DaeJoong government make real change by positive welfare. Civil organizations greatly developed, presented issues about social welfare, and suggest policy alternatives actively. The development of civic groups be a most important part of new governance welfare system.
Ondol welfare project, would be described later, is the network system that makes Seoul government implementplans with civic groups. The project is different from the other welfare policies like investigating impoverished people by public officers, or socially disadvantaged people ask for helps. In Ondol welfare project, advocacy groups search and help the poor, and government supports them. The framework of projectmakes government to overcome the manpower problem and inactive supporting system.
Then, what makes Seoul government to plan this policy? In this study, we analyze Ondol welfare project by Kingdon’s policy window model to inquire policy-direction fluctuation of the project, and categorize the fluctuations to problem streams, politics streams, policy streams.
II. 'Ondol Welfare Project' of Seoul
Ondol welfare project is Seoul’s welfare policy which is formally adopted at Nov. 14, 2011 directly after the accession of Park Won Soon to the mayor of Seoul. Ondol welfare project started from winter countermeasure policy of Seoul, andexpanded to general welfare policy which help neighbors in need with various social services including supporting the cost of living, providing martial support, and free meal service for lower income families. May, 2013 currently, Ondol welfare project is in process of carrying on many welfare services such as 희망마차service which deliver necessaries to underprivileged people, unit heater checking service, caring community creating project and free meal service for day worker and etc.
