1. Background/ Actual Case
Sewol ferry disaster stirred strong controversy in Korean. In the process of investigating the causes, they revealed that the Gwanfia of the Ministry of Oceans and Fisheries is related to corruption. Gwanfia is a portmanteau made from 'gwan', meaning government or bureaucracy and mafia. A deep-rooted, widespread network of former government employees who moved to private companies or business associations after leaving officialdom is regarded as a type of Mafia.
Gwanfia doesn’t appear to be only a specific agency. Many of the hidden cases were exposed by a parliamentary inspection after the Sewol tragedy. According to the data compiled by the Ulsan city, about 80% of local public enterprise leaders are Gwanfia. According to the data from Minsung-Kim, member of National Assembly, financial associations appoint ex-public officials of MOSF or FSC as a chairman or director and provide them with high salary. In this context, the President Park criticized that Gwanfia results from the cozy relations (between politics, government and the business), exclusive culture of public organizations, and easy-going attitude. The concept of Beopfia and Gunfia in judiciary and military organizations also appears.
