초기상해 임시정부의 두드러진 활동은 크게 두 가지로 나누어 볼 수 있다. 그 하나는 연통제(聯通制)의 실시이며 또 하나는 외교활동이다. 연통제는 상해에 위치한 임시정부가 국내 및 간도지방과의 연락을 취하기 위하여 만든 연락망이다. 이 연락망은 임시정부의 운영비를 조달하려는데
