Ⅰ. 청년실업의 정의
UN의 정의에 따르면 청소년(Youth)은 15세에서 24세까지의 연령을 포함하는 젊은 사람들(youngpeople)을 의미한다. 이와 같은 청년층의 정의에 따라 UN과 OECD 등 국제기구에서는 15~24세 연령대의 실업자를 청년층 실업자로 정의하고 있다.
