1.Introduction

1.1.Problem statement
Most universities in Korea do not recognize usefulness of facility management budgeting and they still keep using the same way . People are concerned about maintenance of school building less than construction and educational facilities about operation and maintenance are recognized the significance after taking place disaster. Most universities in Korea have unplanned and reactive characteristic and in an extension of the problem statement, If reactive FM is lasting, operation and maintain cost of school building will increase.
Especially, Korea Universities are lacking in recognition of facility budget. So they are keeping the previous institution instead of compilation of the budget technique, measurement of trendy building. Also, they are in the reactive stage about recognition of the maintenance management.

1.2.Objectives
In this situation, many problems are causing so importance of FM Budgeting will be more considerable. We will compare and analyze the budget and settlement of accounts about school’s facilities between Korea and abroad This research will focus on verifying usefulness of successful FM budgeting for support to decision-making in university facilities. Furthermore, we will suggest application method on Korea situation as well.

1.3.Scope of research and Methodology
The scope of this research is Korea and foreign university facilities. United State, United Kingdom are selected as comparable subject. We use the case study method for this research, and perform according to the following figure.
