The aforementioned situation was the context in which Stupak confronted in pursing his pro-life objectives. The main source of the crucial leverage Stupak and his dozen allies were able to exert was the thin margin of victory for the health care reform. The House version (H.R. 3962) of health reform which included the Stupak-Pitts Amendment passed in the House only by a margin of 5 votes in November of 2009. Thus, if Stupak and his 12 allies continuously opposed the passage of the Senate version because of abortion language, the whole reform could not pass as Pelosi nor Obama could replace the loss of 12 pro-life votes.
Although Stupak backed off from his stance after receiving an executive order from Obama promising that no federal funds will be used for insurance policies providing abortion just before a few hours before the final vote on March 21, 2010, it is significant to examine how the institutional framework and Stupak’s own efforts influenced the rise of the abortion issue to the forefront of the health care debate.
