I. Introduction
1. The reason of topic choice and the purpose of research
‘The Long Term Care Insurance for the Elderly’ is the social insurance programs helping the elderly who have difficulty in daily life because of old age or several diseases by offering long term care pay such as home making activity. By the programs, the elderly can promote their health and their family can lessen the burden. Ultimately the program can promote Korean quality of life. Compared to existing insurance, the service regards home care service mainly, not treatment. The program has enforced since 2008 to response the change of society, which is the increase of the costs of health care for the elderly and economic burden due to becoming aging society, birth rate drop and the entry of women in public affairs so on.
Like these, the Long Term Care Insurance for the Elderly is well-timed solution responded to the change of society. In the process of several health programs (for example, separation of pharmaceuticals), there are diverse dispute and we wonder which disputes were existed in the process of agenda setting of the program. Moreover, the program has many problems, which are limited the range of beneficiary, shortages of labor, facilities infrastructures and a lot of burden program users have to pay so on. We want to know why there are many problems in the program and how these factors were regarded in the process of agenda setting. For these reasons, we choose the program as the topic of our research. And to discuss the factors, we focus on the process of agenda setting.
