Who are refugees?
“a person who is outside his or her country of nationality or habitual residence,”
“ has a well-founded fear of persecution because of his or her race, religion, nationality, membership of a particular social group or political opinion,”
“is unable or unwilling to avail himself or herself of the protection of that country or to return there, for fear of persecution”

Asylum seekers:
those seeking refugee status in another country
Asylum seekers’ right to seek asylum but no obligation on states to provide it.
Internally displaced persons:
those forced to flee their homes but not crossed an international border.
Increasing # of domestic disputes.
How many are there?
Total number of refugees: 32 million
IDP: estimated 24.5 million – “forgotten and ignored for decades”
