IV. Financing problem, especially for small company
A small company, like MHz, is hard to raise the working capital. Sometimes they can't operate their primary field because of financing problems. Even though company has a letter of credit, it could be hard to obtain a credit from banks. Because banks worries that currency fluctuation of Africa, Eastern Europe and Middle East would reduce the value of payments to MHz. Banks are more cautious, particularly when they hear that target of their customers are in Africa or Eastern Europe. Because there were many wars and their financial conditions are rather unstable. For solving these problems, there are some organizations and methods.

Its purpose is to provide financing that will facilitate exports, imports, and the exchange of commodities with various loan and loan-guarantee programs. As U.S. EXIM
