This article is written for analyzing changing foreign policy in china. It is helpful to understand it through the key concept called "Peaceful Rise" which was introduced under Hujintao administration. It tackles questions as where the new foreign policy ideas come from, how they are debated, and how those are translated into policy actions.
First, the origins of the peaceful rise theory came from the certain circumstance. After Tinanamen, China had perceptual shift in diplomacy, and ended up presenting more benign image on Beijing rather than continuing actions that raises concerns to other nations. Fundamentally, the debate on "China threat" and other thesis in Asia and the West brought international context for the emergence of peaceful rise. In earnest, the concept of "peaceful rise" took a shape on December 2002 trip to U.S by Zheng Bijian and delegation from China Reform Forum. Zheng was influential policy adviser to many Chinese leaders. Especially he was believed to be a confidant of Hu Jintao at that time. In 2002, Zheng's delegation and Bush administration officials had discussion on American views on China's emerging role in global affairs. He found that there was uncertainty and polarized views about China's future as a major power, and thought that it would complicate US-China relations and weaken great power status of Beijing. Following his return from U.S, he submitted a report to the Central Committee. In the report, he advanced the concept of "the development path of China's peaceful rise", which can be sum up as "not only a path of striving for rise, but also a path of adhering to peace and never seeking hegemony." from his speech. According to him, China's rise will uphold peace, mutual co-operation and common development. By pursuing peaceful rise, socialism and capitalism can compete with each other while enjoying peaceful relations and learning from each other.
