1) General Explanation for Sejong City
Sejong is a city's name where government ministries is going to be located by 2015. It will take place in Nam Myeon, Keum-nam Myeon and Dong Myeon, Yoen-gi Gun and Jang-gi Myeon and Ban-po Myeon, Gong-Ju City in Southern Chung Cheng. It will be a self-sufficient city revolved around administration function. Also, other education, culture and welfare function will come together in the city. In addition, it is a stand-alone new town which has no doubt to be conurbation area by keeping distant from other existing regions and is intended to be a sustainable eco-friendly city.
The plan of establishing Sejong city aims at tackling overpopulation in Metropolitan arear and balance development among regions.
Balanced national development issue has been one of national affairs that has been pushed since Roh Mu-hyun administration. In an effort to do so, in 2003, then government and the ruling party proposed a capital-relocation plan. However, right after that, it became exceedingly controversial. Next year, the Constitutional Court ruled the capital-relocation plan unconstitutional. And then the ruling and opposition party reached an agreement to the plan in 2005.
