1) The application of the new model
The most significant point between the top-down and the bottom-up approaches depends upon the volume of the discretionary rights. We are going to only look into the largeness and smallness of the discretionary rights regardless of the type of discretion. Therefore standing with the policy implementation, our group members thought that the degree of allowing discretion has a great effect on success of failure of policy implementation.

As a result of debating on the degree of allowing discretion, we concluded that the conflict and the size for group of beneficiary are the main variables which decide the discretionary rights. Therefore, we are going to apply this model to the real case and analyze, and prove that this model could be justifiable.

U.S.'s the revision of the health care insurance belongs to this category. The revision had huge volume of the conflict because the insurance companies and medicine companies are strongly negative for this policy decision. However most of U.S. citizens get the profit by the policy implementation, so the beneficiary group is huge too. Therefore standing with the policy implementation, the leadership which Barack Obama, the president of U.S. showed to U.S. citizen is required and the legal standard is required more than the discretionary rights because most U.S. citizens
