2007 Presidential Election: Who Moved My Power?
Despite the rapid increase of distribution rate of internet, campaign through internet wasn’t drawn much attention in 2007. Internet distribution rate increased from 44.7 percent in 2002 to 79 percent in 2007. Mainstream users of internet expanded their use of internet from simple usages such as e-mails and information searches to media using web 2.0 or similar technologies: blogs, Cyworld, Pandora TV, Daum Pot, YouTube, and etc. The conservative side acknowledged the contribution of “networked individuals” during the presidential election of 2002, and the “back wind” of the 2004 impeachment and made an advance to internet campaigning bringing the competition on the table. The media and the academia expected the competition would get more intense through User Created Contents (UCC) and web 2.0 technologies.
But the result was quite different. Candidate Lee’s homepage (www.mbplaza.net) had the most visits. The number of visits was barely over hundred thousand in October and five hundred and forty thousand in November. But compared to the visits of Roh’s homepage during year 2002 which were hundred seventy thousand a day in same period and four hundred thousand a day in December, it was incredibly short. Voluntary productions of UCCs were only from 5 percent to 8 percent. This means that there was little or no impact of online campaign on the election. Yoon gave three reasons of decrease of influence of online campaign in 2007 presidential election. First is excessive regulatory control of online campaign, second is Lee’s commanding lead and absence of figure and election pledge that would be a match to Lee. Third is web 1.0 style campaign by the candidates which were outdated in web 2.0 eras. The Central Election Commission deleted total 65,108 uploads and UCCs in accordance with the election law, such as the first clause of article 93.
