PSM
Public Service Motivation
James Perry and Lois Wise(1990) defined PSM as “an individual’s predisposition to respond to motives grounded primarily or uniquely in public institutions and organizations.”
Rational (instrumental) motives
based on enlightened self-interest and are present in individuals who believe that their interests coincide with those of the larger community. The motive includes participation in policy formulation, commitment to a public program because of personal identification, and advocacy for a special or private interest.
Norm-based motives
an eagerness to serve the public interest, a duty and loyalty to the government, and a concern for social equity. It includes a devotion to social equity.
Affective motives
such as altruism, are characterized by a desire to help other people. It includes commitment to a program based on strong beliefs about its social importance and the “patriotism of benevolence.” It is an attitude to protect all of the people’s rights.
