To discuss about the issues that arise when a state or other lower public authority has to make policy decisions in areas where there is at the same time moral and scientific uncertainty.
Example of this kind of problem
- public policy of reproductive cloning and
the therapeutic use of term cells, assisted
reproductive technologies, abortion, euthanasia,
capital punishment, funding of the health care
system and research ethics.
Assume that two core features characterize
the kind of societies we are discussing
1. They are morally pluralistic
- There is a variety of views concerning
the moral issue at hand
2. They are liberal democracies
- They are not dictatorships, autocracies,
oligarchies, plutocracies, or populist
democracies.
