3. Three levels of analysis
We would like to analyze this dispute using three levels of analysis (individual level, state level and system level). The individual level explains international situation as being driven primarily by actions of individuals, or outcomes of psychological forces. The state level explains international situation as being driven by the domestic regimes of states, while the system level focuses on the role of systemic factors, or the effect that international anarchy is exerting on state behavior.

① Individual level

By using the individual level, we can analyze that this dispute is attribute to Lee Myung-Bak and Gim Jeong-Il.
Lee Myung-Bak is a president of Republic of Korea (Korea). He has ‘commander- in -chief’ which is the commander of a nation's military forces or significant element of those forces. In the latter case, the force element may be defined as those forces within a particular region or those forces which are associated by function. As a practical term it refers to the military competencies that reside in a nation-state’s executive, head of state or government.
