As the cold war got underway, US military agency made significant funds to research called “climatological warfare.”And less openly Russia started to research too.

A famouse scientist Irving Langmuir thought about the seed. Their idea was to make seed such as silber iodide crystals. That could act as nuclei for the making rains. Langmuir won support from the military agency and funds.

In early 1970s, people think many technologies now seemed less a triumph. Eventhough they were success For rain making experiments, It might be only a stealing the rain from who would have gotten it instead.

Meanwhile, in 1965 there was a concerning of greenhouse effect warming by carbon dioxide gas. And 1974, Budyko calculated that if global warming became a serious threat, we could counter it with some methods.
Such as burning sulfur to make aerosols that would reflect sunlight away..
In 1977 academy report looked at a variety of grand schemes we might use. But some people thought it could be dangerous. So it is
