[1] Explain what the ‘Free Lunch’ Program is. What are critical issues, including opportunities and barriers, in implementing the program? What are the policy goals and objectives of the program?
‘Free Lunch’ is giving lunch to students at no cost. Money used to make lunch is coming from tax. In Korea, ‘Free Lunch’ started many years ago, but it was giving to few people who had low income. As time passed, expectation of welfare has increased steadily. However in 2010, the mayor of Seoul, the city assembly of Seoul and the superintendent of education in Seoul thought differently on ‘Free lunch’ Program. According to the mayor, extension of Free Lunch’s range is needed, but the range can’t exceed 50%. On the contrary, the city assembly and the superintendent of education has different opinions. According to them, ‘Partial Free Lunch’ can make the possibility of the discrimination between the poor and the others. So we should make all students get ‘Free lunch’. This argument seems to the end because mayor resigned after the referendum. Moreover, the ‘Free Lunch’ program is extending, but the argument is still continuing. Then, let’s see some opportunities and barriers.
Frist are the opportunities. Advocates insist that ‘Free Lunch’ will bring the increase of the real income to citizens. As a result, the real income of citizens will increase. Eventually, it can make our economic situation better. Furthermore, they insist that ‘eco-friendly lunch’ will make quality of lunch high. Finally, it can protect children from social splitting. Inversely, ‘Partial Free Lunch’ can cause social splitting because child advantaged from policy taking alienation from others.
Second are the barriers. Objectors insist that ‘Free Lunch’ is needed too much money, because it is continual policy and it causes inflation. Also, citizen will go through doubled burden(Tax & Inflation). As a result, ‘Free Lunch’ can make the quality of lunch bad, because it is hard to control the budget and it creates a back-scratching alliance the school principal and food distributor.
